1999 isuzu trooper. Front four wheel drive will not engage?

ok front solenoid will click when trying to engage, however the TOD green light just flashes will not lock. same when trying to engage low four. check engine light is on, code is EGR valve, has new EGR on it now, computer has been cleared, but still giving same code.
